Vice President Shettima provides high-level strategic direction and political will for the HCD program. He has been instrumental in ensuring the continuity and deepening of the HCD agenda, reaffirming the commitment of the administration of President Bola Ahmed Tinubu to position human potential at the heart of national development.

As the chairman of the programme's operational nerve centre, Senator Hadejia leads the technical group tasked with translating the HCD vision into measurable outcomes across health, education, and labour force participation. He ensures the alignment of federal and state priorities to drive the initiative forward.

As National Coordinator, Ms. El-Rufai oversees the strategic implementation and coordination of the HCD programme. She describes HCD 2.0 as a "forward-looking, decentralised strategy" that empowers states to lead implementation. She emphasizes embedding digital access and financial inclusion across every pillar and ensuring the programme remains aligned with global best practices.
